
A successful cooperation between AFD and ALIDE for more sustainable economic development
June 18, 2025- During the closing of ALIDE’s 55th General Assembly, held in Santo Domingo from May 12 to 14, the Latin American Association of Development Financing Institutions (ALIDE) and the French Development Agency (AFD) reaffirmed their commitment to cooperate towards their shared goal of promoting a sustainable economic and financial transition in Latin America and the Caribbean.
This renewed partnership stems from the mutual trust built between AFD and ALIDE since the beginning of their collaboration in 2017. It continues the Memorandum of Understanding (MoU) signed in December 2024 in Lima, Peru, through which both institutions agreed to renew their cooperation for an additional three-year period.
Priority areas for cooperation
The partnership is structured around a series of joint actions aimed at strengthening ALIDE’s role in building the institutional and technical capacities of the region’s development banks. These efforts seek to position both institutions as key players in the major transformation processes of this century, while also fostering data analysis and research related to global initiatives and networks.
One outcome of the partnership is the launch, this past April, of the first diploma course in “Banking and Finance for Sustainable Development.” This program aims to enhance the managerial, technical, and operational skills of finance sector professionals engaged in transformation and sustainability projects.
Thanks to the support of CAMPUS —AFD’s educational laboratory— participants in this first edition will gain essential tools to face the challenges of sustainable development, optimize financial operations, and lead innovative initiatives within their institutions.
Beyond the renewed agreement, AFD also played an active role during ALIDE’s 55th General Assembly. A team of specialists from both the Paris headquarters and the local office in Santo Domingo took part in several sessions addressing key topics related to the economic and financial transition.
Lucie Charrier (Project Manager), Claude Torre (Agricultural Finance Specialist), François Carcel (Deputy Director of AFD in Santo Domingo), and Sara Davo Boza (Project Officer) shared their contributions across various lines of action for the region. Their presentations addressed financial products available to address climate change and food security, resilience building through innovation, financial strategies and innovations for tackling climate-related challenges in urban settings, and the empowerment of Caribbean development banks to confront climate and geopolitical risks.
These interventions underscore AFD’s commitment to addressing the urgent challenges faced by the agricultural and urban development sectors, as well as the need for financial tools and mechanisms to support climate projects—particularly those adapted to the specific context of Latin America and the Caribbean.

A shared commitment
The signing ceremony was attended by Edgardo Alvarez, Secretary General of ALIDE, who highlighted AFD as “a key partner of ALIDE in supporting Latin America’s environmental and social development.”
“Thanks to AFD’s support, we can further strengthen the capacities of development banks, particularly in areas related to the environmental and social impact of financial institutions. Renewing this cooperation for three more years confirms AFD’s commitment to the regional development banking community represented by ALIDE, enabling it to fulfill its mission and enhance its role in the strategic pillars promoted by the Agency,” stated the ALIDE executive.
Karine Pinget, AFD Representative for Mexico and Central America, and Virginie Diaz Pedregal, Director of AFD in the Dominican Republic, also participated in the coordinators’ meeting held prior to the official opening of the General Assembly.
During the meeting, Karine Pinget emphasized that through this renewed agreement, AFD is expanding its support by implementing more ambitious activities in terms of results and impact. The goal is to help strengthen ALIDE and its members, promoting a more inclusive, solidarity-based, and environmentally sustainable model of economic and social development in Latin America and the Caribbean.
