BOOK: Financial Sustainability and New challenges for the Development Bank ALIDE, Lima, Peru. November 2011
It gathers the conferences of the Seminar for Development Bankers, which was held on March 26, 2011 and was organized by ALIDE and the Business Development Bank of Canada (BDC) - the latter is a qualified organism and affiliated member of ALIDE-, on the occasion of the Annual Meeting of the Board of Governors of the Inter-American Development Bank (BID), that was held in Calgary city, Canada. In this last meeting was shown the direction that should be followed or tends to be followed by development banks in terms of financing, in relation to the trends observed around the world and which enshrine the direction through which development bank must operate, and determines its course of action. Moreover, important aspects such as relationship with the national governments, their performance evaluation, the corporate government, transparency and accountability were discussed.

In this announcement, the winners of 2011 ALIDE awards are presented. They are: RENOVA (Restoration program of number of vehicles), of the CFN (National Financial Corporation) of Ecuador, which purpose is to improve the efficiency of the public spending in the transport sector; the Program of Financial and Technological Support to organic Coffee, of the FIRA (Agricultural Trust Funds), of the Banco de México, which gives credit to organizations of small organic producers and to the basis of the productive chain, and provides training and technical assistance; the Program of Co-responsibility for good living, of the Banco del Estado (Public Bank) of Ecuador, through which financing with bonus is given and local governments are strengthened and encouraged to increase the generation of their own income and their efficiency to achieve their financial autonomy; and, the Financing program to preserve and recover the Amazon Biodiversity, of the Banco da Amazônía, of Brasil, to protect and recover the Brazilian Amazon biodiversity.

Considering the economic importance that tourism is acquiring, the development banks have created programs and specific lines of financing, under suitable conditions for the companies of the touristic sector and related ones. Precisely, in this announcement is shown the importance of tourism and its impacts on the countries; its evolution in different regions from all over the world, and particularly in Latin America and the Caribbean; the different support modalities in the development bank, whether it is through financing lines or programs, guarantees, investment funds, subsidies, among others.

Climate change represents for the region the threat of multiplying its vulnerabilities, reducing the progress obtained with so much effort and damages for its development prospects. Hence, it is necessary to explore new financing modalities and to establish biding financial mechanisms. Therefore, the action of the banks and development finance institutions are important to support the financing of projects which counteract the climate change. Precisely, this document presents information about the characteristics and conditions of the financing instruments and modalities of a group of Latin American banks and development finance institutions to counteract the climate change effects.
