We have the pleasure of inviting you to participate in the Thirty-ninth Regular Meeting of the General Assembly of the Latin American Association of Development Financing Institutions (ALIDE 39), which will be held at the World Trade Center in Curaçao, Netherlands Antilles, at the invitation of the Curaçao Development Corporation (Korpodeko), on Tuesday and Wednesday, May 19 and 20, 2009.

Considering the current global economic situation created by the international financial crisis, the ALIDE 39 Meeting will address as its Core Topic “Changes in the world economy and challenges for Latin American and Caribbean development financing”, in order to consider strengthening the role development financing institutions should play as public policy instruments in ensuring sustained growth through the promotion and innovative financing of the production and social sectors. Distinguished speakers specially invited to cover the Agenda topics will examine the countercyclical role of development banks in sustaining trade and investment flows; raising development funds in a context of credit shortage and the alternative financing sources; and development banking innovation in the framework of anti-crisis program implementation.

A topic apart will be a presentation on the financing and development of the tourist sector, an activity of particular interest to the Caribbean countries and one holding a large potential for the development of the countries of Latin America. Furthermore, there will be meetings during the General Assembly of the ALIDE Technical Committees on agricultural financing; small and medium enterprise; resources, investments and infrastructure; and tourism, in order to examine issues of current importance for the financing and promotion of those sectors.

The Association’s institutional matters will be addressed at a special session where the member institutions will express their opinions about the Annual Report and Balance Sheet for 2008, the 2009-2010 Working Program, and the site of the 2010 General Assembly, among other matters that may be proposed.

As is usual during the General Assembly meetings, participants will have access to a bilateral meetings service that, in support for the promotion of financial, business and cooperative relations, will help them arrange meetings with their peers.

For your further information, we are attaching the General Assembly brochure containing the agenda, the preliminary program of activities and the registration and hotel reservations forms that we would appreciate your filling out and sending in at your earliest convenience in order to reserve your registration at a special rate.
